refactor(web): 侧栏「字典」更名为「数据字典」

背景：进入 A4 数据字典与系统配置阶段，产品口径统一为「数据字典」。\n改动：nav-config 菜单 label 与 description；补充 nav-config 单测。\n影响面：仅管理中心侧栏文案；路由 /system/dicts 与权限 dict:manage 不变。\n回滚：回滚本提交即可。\n验证：nav-config 单测 10/10；web lint / typecheck / 全量单测 126 通过；prettier 通过。
